motherboard power LED flashes continuously, what is it saying

just assembled a new pc, when l plugged the power into the motherboard, the 
iCEE
power LED on it flashes in green and l can not turn on the pc, any idea why

it is doing so? (all power plugs have been plugged in)

connector? yeah l have connect that as well as the 24 pin one.

Some motherboard cables aren't connected properly, could also be the power

supply or motherboard is bad.. Did you connect the smaller power cable to

the CPU connector?

Do the power supply & CPU fans fan spin, but everything else is dead, or  
no activity from the fans? If the fans aren't spinning, I suspect the  
power supply.  
 
Try removing the CMOS battery & shorting the CMOS jumper for several  
seconds, then replace it & see if the system starts up.  
 
Could also be a CPU problem, but that can not be tested without replacing  
it with a ''known good'' cpu of some sort.
